The Service for Cooperation and Cultural Action (SCAC)


Through an agreement between the alliances françaises and the Embassy of France in India signed in the 90's and renewed in 2001, the alliances françaises function in partnership with the cultural division of the Embassy. The cultural division of the Embassy of France also takes care of the administrative follow-up of the ex-patriate French personnel, assigned to the various Alliances françaises.
This department is made up of several sectors, each of which is in charge of a specific field of activity:

_ The CEDUST: This sector offers financial, technical and documentary aid to the Alliances françaises in order to equip their libraries/ media resource centers/ resource centers and refurbish their document archives. It also constitutes and manages the " circulating documents " (documents which circulate amongst the various Alliances in India over the year) and organizes the librarians' training program workshops. It also proposes exhibition tours out of which the directors choose such as " images of France ", " 50 years of French philosophy " and is the point of origin of the opening of a computerized collective catalogue accessible through the Internet and the implementation of inter-alliance loans of audio-visual documentary funds.

_ The sector for linguistic and educational cooperation (Office of Cooperation for French) (Bureau de Coopération pour le français): This department is devoted to the diffusion of the French language in a spirit of cooperation. It is endowed with the power of financing and giving proposals. It also contributes in the training of teachers and course coordinators by organizing seminars, and training programs, in France or in India. It also extends methodological support notably by proposing newly published teaching aids. Within the frame-work of its activities, it also organizes cultural events (competitions intended for the students of the Alliances françaises, with prizes that offer stays in France). This sector also helps in the installation and follow-up of EduFrance desks located within the alliances for the promotion of higher studies in France.

_ The audiovisual sector: Its objective is to increase the quantity of French images that are projected on Indian screens (cinema and television), in a policy that aims at the dissemination of French culture and instilling a meaningful exchange between France and India in the field of audiovisual communication. Its relationship with the Alliances françaises is particularly notable at the time of forging partnerships for organizing festivals or cine-clubs.

_ The cultural sector: It implements artistic policies in cooperation with various Indian institutions or the Alliances françaises. This sector is the one which has the charge of managing a budget for artistic activities and book related activities, out of which one part is earmarked for offering grants to the alliances which therefore constitute an essential partner and are associated with all the events.

_ The scientific sector: This sector works in collaboration with the various alliances for the organization of scientific conferences within the frame-work of " French Science Today ". It also offers scholarships for studies in France. Within this context, the alliances take charge of conducting the interview for the issuance of visas.

The meetings of the network organized twice in a year (in April and September) by the DGAF and the cultural division, bring together these different departments and the directors of all the alliances for the finalization and the follow-up of the planning of the various cooperation activities and other activities jointly organized between the Alliances and the Embassy.
