The Ministry of External Affairs (MEA)

Since 1981, the Alliance has been one of the privileged institutional operators of the French Ministry of External Affairs on the international plane and it remunerates a considerable part of the personnel who have been recruited for the network. Towards this, it appoints officials, often upon the proposal of the Alliance française de Paris, to whom its Executive committee confers a general delegation. An agreement governs the modalities of action of the Alliance and defines the conditions for awarding yearly grants. These frame-work conventions recognize the activities of the Alliance française and its links with the MEA and bring forth grants from the French Government which are obtained through the intermediary of embassies and the General Directorate of International Cooperation and Development (Direction Générale de la Coopération Internationale et du Développement) (DGCID).
Alliances make up an integral part of the overseas cultural policy of France, which is locally coordinated by the embassies. But they also have the status of associations subjected to local laws, administered by elected committees, and to a large extent, self-financed.
Furthermore, the diplomatic representative of France is automatically a Patron of the association.

Alongwith the French Ministry of National Education, the Alliance is recognized as a private institution for higher education. Hence, it appoints ex-patriate personnel for the network. Moreover, the curriculum is certified by diplomas that are recognized by the State or by "Alliance" certifications, which attest the mastery of a particular level in the language and which may, sometimes, allow access to the university.
